Electronic Reporting

Many crucial documents that are required by HMCD must be submitted electronically. There are primarily two services you may choose to submit through: FrontCounter or the California Environmental Reporting System (CERS).

CERS is a Statewide system designed for electronic submittals for CUPA programs. To better serve our community, HMCD decided to build a local portal called FrontCounter. This website allows you to submit State-required information as well as meet other local reporting requirements.

At this time, FrontCounter is operational for facilities to submit their Hazardous Materials Business Plan. Forms for additional CUPA programs are currently under development and will be made available in the near future. We will update this website when they are ready for use.

HMCD accepts submittals made through the California Environmental Reporting System. To begin submitting, please refer to our Getting Started on CERS guide. You may be required to submit a CERS Lead User Authorization Form​ before your account can be approved.
