Many crucial documents that are required by HMCD must be submitted electronically. The primary service you will submit to will be the California Environmental Reporting System (CERS).
CERS is a Statewide system designed for electronic submittals for CUPA programs.
HMCD accepts submittals made through the California Environmental Reporting System. To begin submitting, please refer to our Getting Started on CERS guide. You may be required to submit a CERS Lead User Authorization Form before your account can be approved.
